HC3 does not allow IP Source field to override httpclient.localaddress

Sebb (Bug 55388):
The HttpClient 3 sampler uses the local address derived from the httpclient.localaddress property in preference to the one provided on the sampler GUI.

The HC4 implementation only uses the property if the IP source address is not provided - this is as it should be.

The HC3 implementation should behave the same way as the HC4 implementation
