Remote and Local Stop/Shutdown buttons state does not take into account local / remote status

Currently, when you start a remote test, local buttons are impacted ,
same for a local test, remote buttons state is impacted.

• NullPointerException when Remote stopping /shutdown all if one engine did not start correctly #3254
