So looks like we don't need USE_BLAS=MKL at all now? |

USE_BLAS is mainly used by mshadow. I want to keep using it when mshadow use mkl func. |

@piiswrong HI, Pls review the changes. The purpose is to remove the annoying full mkl dependency when set blas=mkl.
