This pr unifies the code between 2.3-next and 3.0 and 4.0
Also backwards compatibility to older browsers has been improved by readding the shim layer from 2.3, now that it has a clear boundary.
Unused Ext code has been removed.
Synching between next and 3.0 now should be relatively straight forward.
Also all patches which have been added to 2.3 also are now active in this one
The only fix missing is the f:param TCK fix, which needs also patches on the impl side.
