Summary
This patch enables the protect build for C906 on QEMU without the RISC-V PMP.
Impact
TARGET: ARCH:RV64:C906.
Testing
'ostest' passed with configuration "smartl-c906:knsh" on QEMU after loading both ELF files: nuttx and nuttx_user.elf.
