Update how rules are listed based when using wsk list or namespace get #2598

Extension of #2474 . Looks like when work was complete on 2474, we did not notice that the more generic list commands, in particular wsk list and wsk namespace getwon't have the status of the rule printed. Thanks to @underwoodb-sd-ibm for noticing this.
