Merge pulsar-site issues to the main repo #236

This is proposed by @Anonymitaet at https://github.com/apache/pulsar-site/issues/173#issuecomment-1225320929. Before we merge this PR, a committer should be involved to transfer all existing issues to the `apache/pulsar` repo. cc @Anonymitaet @urfreespace @lhotari @michaeljmarshall @dave2wave

The change makes sense to me. I think we should update the README to make sure that users know how to submit pulsar-site issues.
