[Bug] TieredMessageStore throws NPE when delete a topic without messages

Describe the Bug

When TieredMessageStore delete an empty topic, DefaultMetaStore's method iterateQueue() would throw NPE for queueMetadataTable.get(topic) is null.

Steps to Reproduce

1. Enable tiered store with DefaultMetadataStore.
2. Create a topic, and do not produce message.
3. Delete the topic at the dashboard, the NPE should be showed.

What Did You Expect to See?

The topic should be deleted normally.

What Did You See Instead?

The dashboard reports NPE.
