Refactor quota mgr

配额管理quota.Manager没有Usage接口，usage功能实现在quotasvc中，其直接依赖了discosvc，导致在做Schema-ref需求实现时，discosvc又反向依赖quotasvc，形成包循环依赖问题。

• UT should has "context, subject, expected result" result as test case name, when you call t.Run().
