[BanyanDB-UI][BanyanDB-Server] Expose the TopNAggregation operations through HTTP

• I had searched in the issues and found no similar feature requirement.

Description

It is currently only possible to access TopNAggregation relevant operations through gRPC. However, we plan on making them available through HTTP as well, just like other resources. There are several sub-tasks that need to be completed in order to achieve this goal:

• 1. The TopNAggregation RPC proto files must have the google.api.http annotation added. Add HTTP services to TopNAggregation operations skywalking-banyandb#415
• 2. bydbctl should have relevant commands added.
• 3. Support for TopNAggregation operations should be added to Webapp. [Feature] [BanyanDB-UI] Add Measure IndexRule and IndexRuleBinding Pages #11979 is tracing this task.
• 4. Add TopNAggregation CRUD documents.
• 5. Add the TopNAggregation Conception document.
