Remove dependency on org.apache.sling.jcr.base since it is only used for AccessControlUtil methods to access the UserManager and PrincipalManager.
Since this bundle is a jackrabbit/oak specific implementation we can use the JackrabbitSession methods to accomplish the same without the dependency.
