What changes were proposed in this pull request?

Explicitly declare DecimalType(20, 0) for Parquet UINT_64, avoid use DecimalType.LongDecimal which only happens to have 20 as precision.

Test build #138061 has finished for PR 32390 at commit 6a82f8c.

This patch passes all tests.
This patch merges cleanly.
This patch adds no public classes.
