This is a logical revert of SPARK-38411 because Spark 3.0~3.3 are the end of support status. - apache#36803 ### Why are the changes needed? To simplify the release script for Apache Spark 4+ ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested? Manual review. ### Was this patch authored or co-authored using generative AI tooling? No. Closes apache#45706 from dongjoon-hyun/SPARK-47549.
