[MINOR][INFRA] Clean up the worker heatup that are unnecessary #46359

What changes were proposed in this pull request?

This PR proposes to remove the worker heatup that are unnecessary. There are already several tests that restart Python workers, and actually the tests pass without doing this.

Why are the changes needed?

To remove unnecessary code.

Does this PR introduce any user-facing change?

No, noop.

How was this patch tested?

Manually.

Was this patch authored or co-authored using generative AI tooling?

No.
