docs: update dev superset version

SUMMARY

Updating our working version as there has been a lot of confusion in the community now that we are post 1.0 and users think that 0.999.0dev is a pre-1.0 version. I think 0.0.0dev communicates that this is a development version a little more clearly, but also open to other suggestions.
