[HOTFIX] [ZEPPELIN-4305] make sure that destination directory exists #3439

What is this PR for?

This is a fix for issue reported in #3428 - this may happen when destination directory doesn't exist. The given PR is explicitly create destination directory.

@alexott Did you configure your travis ? I don't see your travis build.

@zjffdu https://travis-ci.org/alexott/zeppelin/builds/581065560 - as I see it fails only on some builds, and from brief look it's mostly because of the Drill dependencies

Thanks @alexott I saw this before, and believe it is flaky test, created https://jira.apache.org/jira/browse/ZEPPELIN-4322 to track this issue.

Will merge this PR if no more comments
