Create conda package

Create a bioconda package for genomics-data-index.

I have a template for bioconda at https://github.com/apetkau/bioconda-recipes/blob/gdi/0.1.0/recipes/genomics-data-index/meta.yaml, however it's missing some conda packages as dependencies. Mainly:

• - https://github.com/ga4gh/vrs-python
• - https://github.com/biocommons/biocommons.seqrepo

I will need to create conda packages for these to get everything to work.

Looks like seqrepo exists in bioconda now https://anaconda.org/bioconda/biocommons.seqrepo

I need to look into if I still need vrs-python for my application. If not, I could try to remove it, otherwise I will have to add it to bioconda.
