What is the purpose of providing the name here?

What is the purpose of providing the name here? (Great question -

What does it mean to include the above-the-API-layer metadata along with an API description? Should this say “the APIs.json file referenced” or should it be possible to include just raw hunks of JSON as long as (perhaps) they’re syntactically acceptable at the included spot according to this specification?
