Joomla! v1.5.x was by far the most popular and widely used CMS for quite a while from 2008 till the end of 2012.
Many sites will need to be migrated from Joomla v1.5.x to the more recent v2.5.x and 3.x versions.
The Joomla File Repository (http://joomlacode.org/gf/project/joomla/frs/) does not provide a consolidated list of links for older versions but does provide all the older versions if logged in.
Since the code here is not on the Official Joomla.org site, the reader / user may possibly consider it a fork even though the code has been taken from the official sources and the fixes are from the official forums / bug tracks. The decision is left to the end user.
Since the code now resides on GitHub, it will be easier for the community to fork it from here and develop further, independant of any official site.
The reason why the official joomlacode.org requires a login to view older versions is that since they do not develop it any more and consequently do not release any new versions in this and other older series, a layer of authentication appear justifiable to prevent any unintended use of unmaintained and possibly vulnerable code.
The open availability here is to allow the user to make the decision to fork / maintain / develop this version and let the users be totally solely responsible for their actions.
Any gross code changes resulting in a different CMS altogether would be advised to choose another project name to avoid confusion.
