As mentioned in the documentation (https://www.cups.org/documentation.php/doc-2.1/man-cupsd.conf.html) it is possible for the setting PreserveJobHistory to set the value to Yes or No but it should be possible to set it with seconds like
PreserveJobHistory 86400
But it doesn't work for me with seconds with CUPS 2.1.0 in Mac OS El Capitan (10.11.1).
Maybe PreserveJobFiles is affected too.

I just tried it and it works for me.
Make sure that you also set PreserveJobFiles since the default is to keep jobs around for 1 day.
