A queue with this option set on it should set all incoming jobs (irregardless if they came in over the network or from the command line) to "hold".

Then the printer administrator can release/resume individual, groups, or all the jobs at his leisure.

I would like CUPS to be a feature complete replacement for LPRng.

This functionality will be available in 1.2 shortly; essentially you are looking for a way to set the job-hold-until-default attribute for the printer object - this and other default options will be supported via the lpadmin command and web interfaces provided with CUPS.
