[Release-7.1] Urgent Consistency Checker

This PR introduced one-shot aggressive consistency check --- "urgent consistency checker". This system replies on running a single fdbserver of ServerRole::ConsistencyCheckUrgent and multiple testers.

This is implemented as a new fdb role with following key features

1. Increase the speed by simply adding more testers --- Distribute consistency check tasks to multiple testers. The throughput of consistency check is linear to the number of testers.
2. Guarantee the complete check on the entire range --- The consistency checker keeps track of completed shards. The checker terminates only when it passed end-to-end checking that all ranges have marked as complete in the progress metadata.
3. Tolerate failures of the checker and testers --- Conducting automatic retry for any failure. We are able to tolerate the checker failure only if we enable persisting metadata.
4. Easy to trace the global progress --- A single trace event captures this information.
5. Easy to debug for unhealthy status --- Any exit of consistency checker or tester leaves a trace event with reason.
6. Most of the logic is tested by the simulation test.
