[Release-7.1] Fix single consistency checker

[kakaiu]

This PR reverts the single-threaded consistency checker to the version at commit 874e675 while keeping the distributed consistency checker.

Passed 500k correctness tests with 1 irrelevant failure (with redwood engine)
