Add new latency samples for GetValue, GetRange, QueueWait, and VersionWait

4 new latency samples are added to StorageServer reads

• ReadValueLatency - total request to response latency for GetValue requests, measured the same was as the generic ReadLatency
• ReadRangeLatency - total request to response latency for GetKeyValues requests, measured the same was as the generic ReadLatency
• ReadQueueWaitLatency - delay between request receipt and when it starts executing after any execution or queuing delays
• ReadVersionWaitLatency - delay after QueueWait caused by waiting for the storage server to receive the data version necessary for the read

So far, nothing is added to these new latency samples for Streaming Range Read requests.
