Motivation:
In order for tools to be able to use the OpenAPI document of the Package Registry API, it needs to be a separate file that can be fetched independently.
Modifications:
Moved the OpenAPI document from being an appendix of the Registry.md file to being a separate file.
Result:
Now the file
registry.openapi.yamlcan be fetched easily and fed into tools.
