Issue Description:

There was a new LLVM flag added recently.

-enable-swifttailcc-musttail-check

This creates a problem when building the project with --xcode since that uses the toolchain compiler, which doesn't support that LLVM flag (it's a new flag).

This issue doesn't arise with the Ninja build, since it uses the locally built Clang, unless SWIFT_BUILD_RUNTIME_WITH_HOST_COMPILER is set to TRUE.

See #36805 for more discussion. We should probably back out passing that flag until we can figure out a more robust solution.
