[Feature]: Trigger a callback for widgets when evaluation has finished

Summary

A widget should be able to know if any of the property in the widget is still evaluating, this will help us show loading states, empty states etc. Check the link below.

Why should this be worked on?

• When the widget like table widget is evaluating data post query response, we want to continue showing a loading state.
• Since this is not available, we assume the data to be empty and show an empty state for the table today
