Enlist origin device public key

Propose an endpoint to add an origin device public key along with a signature to enforce the trust of this public key, for example to attest its coming from a hardware.
This feature is useful to attest a node is using a hardware, but will also help to decentralize the enrollment of origin public key for the proof of work.

This will involve:

• Implement an REST API to post origin public key with certificate
• Implement the validation of the certificate and the public key
• Implement the transaction generation with new authorized device for renewal
