The "stale-bot" workflow is currently broken. It erroneously closed the repository's issues on the last run (which I have reopened). Since it has not turned out to be useful after >1 year of use in the Arduino CLI repository, it seems better to just remove it than to spend time figuring out what it wrong with it.
