Description of the Change
The safe mode check isn't actually possible for a community package.
Alternate Designs
This check in general is difficult to do without built in support from Atom. If someone knows a built in way to acitvate select community packages (without manually deactivating the rest), please let me know.
Benefits
People stop fibbing when they are ticking the prerequisites box :)
Possible Drawbacks
None, because people weren't doing the check anyway.
