New supernodes no longer have access to legacy tunnels #1093

New supernodes which dont yet have any legacy tunnels are no longer permitted to create legacy tunnels.

They may continue to have them if they already do, and they can join other supernodes servers with legacy tunnels, but they cannot create their own. This is a step towards wireguard only supernodes.
