On Windows, Antares ships with the free replacement sounds, and does not use the originals.

When launching on Windows, Antares should:

  1. Instantiate a DataExtractor;
  2. Check if downloaded data is current; and
  3. Run the extraction if not.

This will fix the sounds to use the originals.
