sync should run two sided.
now it is only from git to the cluster.

Motivation

Please give examples of your use case, e.g. when would you use this.

1. ARGOCD new comers already have running clusters. For them, it will be easy to sync both side.
2. gitops is a culture, sometimes, in harsh circumstances, it may be necessary to change something in k8s cluster directly.
