Summary

Currently there is one banner for notifications on Argocd. It would be cool to have allow banners for individual projects

Yaml values files has a banner option which includes comments and a link ( eg to teams chat or web page)

Motivation

Super to have this where multiple teams have deployed projects and applications. And provide notifications, updates, and status commentary on their applications.

Proposal

Replicate the generic banner
