I found that ResEx (wich is a discontinued product) is not able to handle the .NET 4.0 signature. If you want you can download from here: https://github.com/arkypita/ResEx/releases/download/v1.1.0.0/install.exe |

I translated all the files you mentioned on Issues.
However, some files (examples are at the URL below) were not opened with the Resex program.

I also used "Resx resource programmer". I liked its interface and usability better.
