Tweaks To the Pulsar EventApi after testing

• Push the eventapi-ingester images from circle-ci
• Tell postgres not to compress our events as they compressed outside postgres itself.
• Don't hardcode the sequence updates topic- instead load it from config
• Add a flag to the events api to force load the events from redis. I want this so I can choose which event store I retrieve events from and thus check that they are the same.
