fetch ionosphere data from Global Ionospheric Radio Observatory lgdc.uml.edu DIDBGetValues
Dockerfile launches tick.py which creates PostgreSQL db on localhost, initializes schema, populates with active stations and gets GIRO data every 5 mins thereafter
