I have updated the LICENSE file with the text specified on choosealicense.com: https://choosealicense.com/licenses/apache-2.0/#.

This will allow our repo to nicely show the license breakdown when the LICENSE file is viewed:

I also renamed MANIFEST.in to MANIFEST to align with LICENSE. It still works properly when generating the package for distribution since setuptools understands both file names (you can try it by running python3 setup.py sdist bdist_wheel and unpacking the contents of the zip file in dist).

* The package doesn't support python2 anymore.
* Indent with two spaces in the hash file.
* License file was updated to fully fit the Apache license format
  (see: arrow-py/arrow#679)
