This PR:

Updates maven-release-plugin version to latests 3.0.0-M1. I have run several tests and haven't found issues for our project.
Sets default value for scm.tag element. The plugin will create it if not found but with bad formatting, setting it we avoid any problem. The value is properly updated in the tags with the tag name.
