Breaking change in numpy >=1.23, should be fixed by updating to astropy to >=5.0.1.

Bumps numpy but limits it to
numpy<1.23to avoid a breaking change (removal of the deprecatednumpy.asscalar. Should be fixed by updating toastropy>=5.0.1.This steals some of the changes in #334 to fix dev.
