Build ydb_certs tool

CGO_ENABLED=0 GOOS=linux GOARCH=amd64 go build -o ./artifacts/bin/ydb_certs ./cmd/ydb_certs

Build docker image

1. Non-compressed binaries

   docker build -t amyasnikov/ydb:latest .

2. Compressed binaries

   docker build -t amyasnikov/ydb:slim --build-arg COMPRESS_BINARIES=true .
