Currently, Dnu publish excludes the symbols while packing the contents for both debug and release configurations. For Debug configuration dnu publish needs to include the symbols.

I suggest add a new flag such as 'includeSymbols' instead of replying on debug|release. People should be able to debug release bits as well.
