Add proper motions, parallax, and radial velocity support

These data should be used in the decontamination algorithm(s) the same way photometry is used, as additional dimensions of data.

A flag should be used to indicate whether any of these columns are present in the data file. The same flag can be used to determine if a plot for the data should be made.

A few more plots could be added and the performance of the Bayesian DA could be improved a bit, but for now I'm closing this one.
