Remove cruser_id from all tables and table_local from sys_file_reference.

Require TYPO3 12.4 and PHP 8.1, update de-swebhosting/typo3-extension-buildtools

Remove always_description, replace eval with required.

Replace folder with folder_identifier, remove cruser_id and storage.

Replace PHP 7.4 with 8.1. Run Extension Scanner with target TYPO3 12.
