It looks like a blank line is required to separate the previous paragraph from the first list item. Otherwise the list is considered part of the paragraph. Judging from the other lists in this same file, it looks like a blank line is required to separate the previous paragraph from the first list item.
Otherwise the list is considered part of the paragraph:
