[BUG] Release pipeline is blocked by the windows cache issue

Describe the bug.

The release pipeline is blocked because of a bug in the npm CLI.

All of the PRs are currently blocked and can't be merged.

Expected behavior

It shouldn't be blocked.

I guess a solution would be to clear the cache manually for now with gh cache delete by someone with admin rights.
