Description
Adresses #1310, adds the ability to filter which identities can be spawned as a virtual actor per kind. The IdentityLookup will throw IdentityIsBlocked when attempting to spawn an identity which for the CanSpawnIdentity predicate returns false.
This will need to be set for each ClusterKind one wants to have spawn filtering.
