Should we include sample php.ini values in Performance? #40

Created post #35 for discussion, where I removed a couple of default php.ini lines/values.

I think it's helpful to have the sample php.ini settings, but we should either have them be settings we recommend, or be very clear about them being PHP defaults.

Specifically, this came up regarding PHP memory and timeout settings --
What do folks think? Prefer one of the above options, or something entirely different?
