Drop Python 3.5 and improve documentation for making releases.

cc @MJGaughran

We can now use the latest version of cibuildwheel. We cannot yet build for
Python 3.10.

I think you also need to update docs/python.md with the Python versions

I tried the release procedure and downloaded the generated wheel. It contains a version for PyPy. Is it supposed to work? I could not run it; impossibility to install SciPy!

Scipy is not available for Pypy so we cannot support it.

Good point. I have removed building of the Pypy wheels.
