Handler for fetching newly published data and saving it temporarily #4

This will pull from the queue of recently published items, do a urlfetch to
pull the feed, parse the feed as necessary, to pull the latest items from
it and compare to the items we've already seen. Then it will enqueue a new
publish message that should be sent to all subscribers.
